Texas - Liberty HCN
Liberty Mutual Managed Care plan has its own certified Health Care Network (HCN), Liberty HCN, for the treatment of injured workers as afforded by HB 7 of the Texas Department of Insurance Workers' Compensation Division.

Contracting and Credentialing: Coventry and One Call perform the contracting, credentialing, and quality improvement functions of providers as required by law. The Liberty HCN provides all other functions of the network. The Liberty HCN is a carve-out of preferred providers and facilities from the Coventry and One Call networks. Participation in the underlying PPO network is a pre-requisite however it does not guarantee selection for the Liberty HCN.

Please note: Access to the Liberty Mutual CA MPN /TX HCN /CT MCP networks (collectively called Managed Care Plans) are available to customers/policyholders of Liberty Mutual Insurance and Helmsman Management Services. However, not all customers/policyholders have chosen to access Liberty’s Managed Care Plans. Providers interested in participation in Liberty’s Managed Care Plans should first confirm that the employers for which they seek to provide medical services are customers/policyholders of Liberty Mutual Insurance or Helmsman Management Services and that those customers/policyholders are accessing Liberty's Managed Care Plans. Liberty HCN Provider Compliance
Injured workers in the Liberty HCN are required to seek medical treatment within the HCN. Treatment outside of the HCN, other than an emergency, requires prior authorization from the Liberty HCN. Providers participating in the Liberty HCN are required to make all referrals to Liberty HCN providers and provide medical services at Liberty HCN facilities, hospitals, and ambulatory surgery centers. Pre-authorization and Concurrent Review Requirements

Designated Doctor: A doctor who is employed by or contracts with a network may not serve as a designated doctor for an employee being treated by that network.

Subchapter C Section 10.42 contains the requirements for network contracts with providers. The Liberty HCN complies with economic profiling notification requirements as set forth in the Provider Agreements. Please click here to review the Liberty HCN Economic Profiling Policy.

A health care provider may disclose to the insurance carrier of an affected employer records relating to the diagnosis or treatment of the injured employee without the authorization of the injured employee to determine the amount of payment or the entitlement to payment.

HMO Designated Provider: If the employee's health insurance is a health maintenance organization (HMO) plan and the employee selected you to be his or her primary care physician prior to the work-related injury, the employee may select you as the treating doctor for the work-related injury. However, you must agree to follow all the terms and conditions of the network's contract and comply with the Workers' Compensation Health Care Network Act (Chapter 1305, Insurance Code) and applicable rules. Providers who do not count as initial treating providers in a network are:
  1. A provider salaried by the employer,
  2. A doctor providing emergency treatment or
  3. Any provider who provides care before the employee is enrolled in the network.
Complaint Procedures
Providers in the Liberty HCN are contractually obligated to handle complaints as prescribed by section 1305.401-1305.404 and Rule 10.120-10.122.

A complaint, written or oral, must be filed no later than the 90th day after the date of the event or occurrence that is the basis for the complaint. The network must respond to the complaint no later than the seventh calendar day after the network receives the complaint. The network will investigate and resolve a complaint no later than the 30th calendar day after the date the network receives the complaint.

The provider is required to post, in the provider’s office, a notice to injured employees on the process for resolving complaints with the network. The notice must include the department’s toll-free number for filing a complaint.

No retaliatory action will be taken against a provider, if the provider, on behalf of an employee, reasonably files a complaint against or appeals a decision of the Liberty HCN.
